Title: boot to floppy then usb

I looked but couldn't find a tutorial anywhere.  I think what i need to do is fairly simple:

Dell PowerEdge 1750 (has no dvd drive and no boot to usb support in bios)

So, i just need to boot to floppy and be able to install Server 2008 from a usb flash drive.  How do i create the floppy that will enable this to happen?
