As you have seen windoof ME does not have the startup in dos option and autoexec.bat and config. sys are only executed on install of windoos.
The best way to go to dos is use another startup medium DosFlopy or CD.
The easy way to install plop i think is get the plop iso File and burn to cd , then start from that cd (can be that you must set boot sequence in your bios cd first).
