UnZipped Plop turns into a shortcut

I can't image that burning a shortcut to a CD will yield anything bootable(?), but each time I download Plop I end up with a shortcut instead of a real file.   (I'm pretty ignorant, so it's likely that I'm missing some important step.)  (I'm using WinZip.)

What am I doing wrong?

I think my mistake was using WinZip. 

I uninstalled that, and then "Extract All" became available, and it produced a half dozen actual files.

I looked at README.TXT to see what to do next, but I didn't understand it.
Which file(s) should I burn to a disc?  (I want to be able to boot ubuntu from a flash drive, even though my BIOS doesn't support that.)

OK.  That's what I thought, but I got an error trying to write it.   I'll try again with a different CD.
