My old laptop is: Dell Latitude C640 , HD 40Gb, 256Mb RAM, unit A 3 1/2
Problem:  my unit of CD this defeat
USB ¿1.0? I not it, am possible. But in BIOS it is not possible boot, but he works
It asks ¿I want, to start in A diskett 3 1/2, format unit C, and to execute usb, to install XP?

El usb no se si es ¿1.0?. En bios no puedo seleccionarla como unidad de arranque
Mi pregunta ¿Puedo arrancar en la unidad A con la disketera 3 1/2, ejecutar el arranque y acceder a la USB para instalar el XP?

Now my question: what kind of USB drive are you referring to? CDROM, hard disk, flash disk? (En malo español: dice "acceder a la USB" pero ¿que tipo de unidad? ¿CDROM, disco duro, flash?)

yes, is a standar flash memory usb, 1Gb.
It is not a hard disk

there exists fat12, fat16 ad fat32. for 1gb fat16 is the best of the fat fs

Please consider posting in Spanish as well, because the English sentence doesn't make much sense...

The Plop boot floppy will allow you to boot your FAT USB key. It doesn't have a tool to format a HDD, but your XP installer should be able to do it, can't it?
