I don't know if it will be possible in future releases, but what is the maximum resolution and color depth that I might use for a background image in such an early stage of the boot cycle(like isolinux and grub coloured backgrouds)?

Is there a safe spec which will boot on all systems, no animations like your bootloader but only static coloured background?

the maximum resolution depends on the graphic card and when you use no specific driver then the maximum resolution depends also on that what the bios is able to initialize.

is there safe spec? dont think so.
