how run boot manager from USB flash disk without installing

how run boot manager from USB flash disk without installing in the hard disk.
I have an old laptop and i can't login her windows.
and i have 2 flash disk:
one have a windows xp files(A);the other is empty(B)
which files i need to put in the flash disk (B) to make the laptop run the bootmanager in the boot and after i will choose usb in the bootmanager menu to install windows xp from the flash disk (A).
i hope to help me  :'(

the easiest is, install syslinux to the usb drive and use syslinux to start plpbt.bin from your usb drive. syslinux.cfg see here http://www.plop.at/en/bootmanager.html#runsyslinux

thanks but how i install syslinux to the usb drive

windows: when your usb drive is e: then "syslinux e:"
linux: when your usb drive is /dev/sdb "syslinux /dev/sdb1" for the first partition
