Floppy Boot...can't save changes. Missing something?

Am I completely missing on how to setup a floppy boot disk that can save changes?

I have a floppy disk that I used to boot an ancient Windows98se/WinXp system (Slot-1 P3 system).

I boot PLOP, but says I can't save changes when going into SETUP. Odd, but okay. 

I looked and the documentation says you can configure the BIN file with PLPCFGBTGUI.exe, but there's no way to setup profiles since that is greyed out.

So plpcfgbtGUI can't setup profiles, or it can but the menu option is greyed out and I can't seem to get it to  be clickable to setup profiles.

Any help would be appreciated.
